Admission Requirements
Josef’s School of Hair, Skin & Body does not discriminate against individuals on the basis of sex, age, race, color, religion or ethnic origin in its admission and enrollment practices. It also does not recruit students already attending or admitted to another school offering a similar program of study.
Cosmetology, Skin Esthetics, Massage Therapy and Nail Technician Program: Students must be at least 16 years of age (must submit two forms of identification) and a copy of a valid high school diploma, GED or academic transcripts.
Cosmetology Instructor Program: The Cosmetology Instructor applicant must have two forms of identification, a high school diploma, GED or academic transcripts, and a valid cosmetology license. The ND State Board of Cosmetology allows the applicant:
a. Shall possess a current North Dakota license as a cosmetologist, esthetician, or manicurist and must have at least 960 hours Cosmetology Instructor program training;
b. Shall possess a current North Dakota license as a cosmetologist, esthetician, or manicurist and must have been actively engaged in the practice under the scope of the applicant’s license for at least one year before application for an instructor’s license, supplemented by not less than 480 hours of instructor’s training; or
c. Shall possess a current North Dakota license as a cosmetologist, esthetician, or manicurist and shall have been actively engaged in the practice of cosmetology for at least three years prior to application for an instructor’s license supplemented by not less than 160 hours instructor’s training. No instructor or student instructor may be permitted to practice cosmetology on a patron other than that part of practical work which pertains directly to the teaching of practical operations to students.
Acceptable forms of identification: For the purposes of verifying identity for enrollment, licensure, examination, or other official processes of the ND State Board of Cosmetology, applicants and licensees shall provide two forms of valid, unexpired identification from the lists below. At least one form of identification must be a primary form as listed in subsection 1, and the second form may be a primary or secondary form as listed in subsection 2.
- Primary forms of identification must establish both identity and United States residency: A valid United States passport or United States passport card;
a. A valid driver’s license or identification card issued by a United States state, territory, or the District of Columbia that includes a photograph;
b. A certified copy of a birth certificate issued in a United States state, territory, or the District of Columbia, bearing an official seal, accompanied by a valid photo identification document;
c. A valid United States military identification card with photograph;
d. A certificate of United States citizenship; form N-560 or N-561;
e. A certificate of naturalization; form N-550 or N-570; or f. A permanent resident card; green card, form I-551.
2. Secondary forms of identification must establish identity and may be used to supplement a primary form for residency if it contains a current address:
a. A valid photo identification card issued by a United States federal, state, or local government agency; or
b. A valid foreign passport with a valid United States visa and I-94 admission stamp or electronic I-94 record.
Please note: Josef’s School of Hair, Skin & Body will also accept a secondary school completion credential for homeschool from the state and accredited entity the homeschool credential was completed in. All foreign Diplomas/Transcripts must be translated in English and certified by an outside agency that is qualified to translate documents into English and qualified to confirm the academic equivalence to a U.S. high school diploma. The translation, evaluation and certification process must be completed prior to the enrollment and acceptance, as Josef’s School of Hair, Skin & Body is unable to assess equivalency of a foreign education.
Approvals and Accreditation
Josef’s School of Hair, Skin & Body is licensed by the North Dakota State Board of Cosmetology, PO Box 2177, Bismarck, ND 58502; (701)224-9800. www.ndcosmetology.com and is authorized to operate by the ND Department of Career and Technical Education; www.nd.gov/cte.
Josef’s School of Hair, Skin & Body is accredited by the National Accrediting Commission of Career Arts & Sciences (NACCAS), 3015 Colvin St., Alexandria, Virginia, 22314; (703)600-7600; www.naccas.org. The school’s current accreditation status as of May 28th, 2026 is Accreditation with Reporting Requirement. This reporting requirement relates to a financial indicator reviewed by NACCAS as part of its accreditation standards. Josef’s School remains accredited and is actively providing the required reports and documentation to NACCAS.
Additionally, Josef’s School of Hair, Skin & Body is approved for students receiving financial assistance from various states or federal agencies, such as the Veterans Administration, Bureau of Indian Affairs, Vocational Rehabilitation and the Job Training Partition Act on ND and MN.
Americans with Disabilities Act
Josef’s School of Hair, Skin & Body does not discriminate in its admission, instructing and graduating policies, practices on the basis of age, color, sex, disability, sexual orientation, financial status, religion, ethnic or national origin. If disabled, contact the School Director in writing to request an academic adjustment or auxiliary aids at any time. The school will work with the applicant or student to determine whether reasonable accommodations can be effective and/or are available.
Attendance Guidelines
All classes are Monday through Friday, 9:00am through 4:30pm. Attendance is very important to the success our students. There is a relationship between attendance and successful performance of practices in Basic Training, Clinic Floor skills, licensure exams, and in the salon. Each student is to be ready for class at that time. Students are responsible for their own books, iPad, pens, pencils, etc. These items are to be brought to class each day. If not prepared, they will be asked to leave the class. Students must clock in by 9:00 am to enter Theory class. Each school has a biometric timeclock, therefore only the student can clock in and out.
Self-study will be necessary to compensate for knowledge not attained due to absences. Attendance will be monitored and recorded. Any student not maintaining satisfactory attendance will be subject to the policies and guidelines established for all students within the Satisfactory Academic Progress Policy.
Josef’s School of Hair, Skin & Body offers clock-hour programs complying with state and federal regulations. To track actual attendance, a time clock system using biometrics for students to clock in and out of school. All absences, including special and emergency time off must be approved by the School Director. When tardy, the student will report to the instructor in charge. A student will be considered tardy if they are five (5) minutes late or later. Credit for time will be rounded in five minute increment. If tardy or absent, students are required to call the school before the scheduled school-day start time. Students who are continually late or absent may lose the privilege of servicing request clients and habitual tardiness or unexcused absences could result in termination (unofficial withdrawal).
Students actual attendance must be at least 75% to be in good standing.
The checks and balances are with the student monitoring their own hours as well; students are expected to reach out to their instructors to solve any discrepancies. Once the discrepancies are found and approved, the School Director notifies the appropriate staff to correct the changes.
- A written doctor’s excuse is required for absences due to illness.
- Students should not leave the school except at meal breaks.
- If a student is absent the day of an exam, they must make it up within one week upon return. After this, a grade of zero will be automatically given.
- No food or beverages are allowed in the classroom or on the clinic floor. Talking and sleeping during class will not be tolerated. This behavior may result in the student’s removal from the class.
Campus Security and Crime Reporting Policies

The report describes our policies regarding crime and accident prevention, public safety, criminal and accident reporting, and emergency evacuation procedures. Campus crime statistics (per the Clery Act) are published in the Campus Security Report.
Compensation/Incentive Policy
Josef’s School of Hair, Skin & Body does not offer a commission, bonus or any other type of incentive pay based in any part, directly or indirectly on the success in securing enrollments or financial aid to any person or organization employed or engaged in any student recruiting or admission activities, or in making decisions regarding awarding Title IV funds.
Salaries for staff associated with Admissions or Financial Aid are based on their job responsibilities, length of employment and Josef’s School of Hair, Skin & Body’s employee evaluation policies.
Complaints, Investigations & Disciplinary Action
If a student should have concerns or complaints against the school, these are the steps that should be taken to resolve the issue:

Complaints filed with the Board Office are considered public information. All complaints need to be in writing. Click here to fill out the Complaint Form. Once completed, mail the form to our office. A copy of the complaint will be mailed to the subject of the complaint for response to the allegations. The Board will then determine whether the alleged facts show a violation of existing laws or regulations.

Students will be asked to provide the following information upon filing a complaint with the North Dakota Department of Career and Technical Education within 6 months of the alleged violation:
- Student name and contact information.
- School address and telephone.
- A copy of the student’s Enrollment Agreement.
- A copy of the school catalog in effect at the time of the student’s enrollment.
- A copy of the school’s student handbook, or document containing the schools’ policies in effect at the time of enrollment.
- A detailed description of the complaint, including any correspondence, notes or documents that further illustrate the circumstances surrounding the complaint.
- Any records documenting attempts by the student to resolve the complaint using the school’s complaint procedure. Include dates, names of applicable school officials, and other supporting documentation.

If a student does not feel that the school has adequately addressed a complaint or concern, the student may consider contacting the Accrediting Commission. The NACCAS complaint process is intended as a tool for NACCAS to monitor whether Josef’s School of Hair, Skin & Body is complying with NACCAS’ accreditation standards. It is not designed or intended as a means for providing individual relief to the person filing the complaint. As detailed in NACCAS’ Handbook, NACCAS’ Board of Commissioners will not intervene on behalf of individuals in cases of disciplinary action or dismissal, or act as a court of appeals in such matters as admission, graduation, fees, or similar points of issue. If you are seeking relief for personal grievances against the institution identified in your complaint, you are advised to exercise your rights under the institution’s internal grievance policy. If you are not satisfied with the results of that process, you may wish to consult with the state regulatory board or agency that licenses the institution concerning your rights under state law and regulations.

Constitution Day Policy
Josef’s School of Hair, Skin & Body commemorates the day the United States Constitution was signed on September 17, 1787 by holding an educational program on September 17th of each year.
If September 17th falls on a weekend, Constitution Day will be recognized either the Friday before or the Monday after.
The educational program format may include such topics as saying the Pledge of Allegiance, discussing the Bill of Rights and/or what it means to be a citizen of the United States of America.
Confirmation that Josef’s School of Hair, Skin & Body held annual Constitution Day educational program events shall be documented by a signed statement of certification by a school official attesting how Constitution Day was observed at each campus.
The signed statement of certification which is held in the permanent files of Josef’s School of Hair, Skin & Body.
No federal funding received by Josef’s School of Hair, Skin & Body shall be used to pay for expenses attributed to recognizing Constitution Day.
Copyright Infringement Policy
Pursuant to the Copyright Act (Title 17 of the United States Code), students who engage in illegal downloading or unauthorized distribution of copyrighted materials will be terminated. Copyright infringement is the act of exercising, without permission or legal authority, the right to reproduce or distribute a copyrighted work. In the file-sharing context, downloading or uploading substantial parts of a copyrighted work may subject a student to civil and criminal liabilities. For more information, go to www.copyright.gov.
Cost of Attendance
Cost of Attendance falls into three categories:
- Cost of Attendance for “Dependent” students living at home.
- Cost of Attendance for “Independent” students living off campus. (Dependent students living in an apartment, and independent students
- Cost of Attendance for “Independent” students with dependents.
Cost of attendance consists of direct and indirect costs. Direct costs are tuition, kits and books, and applicable fees charged by Josef’s School of Hair, Skin & Body. Indirect costs are rent, transportation, food, and childcare (if applicable) that are not charged to a student by Josef’s School of Hair, Skin & Body. Josef’s School of Hair, Skin & Body surveys the current student population every two years and updates the indirect expenses on Cost of Attendance accordingly.
Drug and Alcohol Free Standards Policy
In keeping with the local state and federal laws, Josef’s School of Hair, Skin & Body’s students and employees shall not be permitted to possess, use or sell alcohol, illegal or controlled substances while on school premises. Staff and students are encouraged to report any violations of this policy by their peers immediately to the School Director. As long as the information is not necessary for legal or security purposes, Josef’s School of Hair, Skin & Body will keep student and employee medical and personal information confidential, in accordance with the law. The seriousness of a “Drug Free Work Place” makes our employment and student training respectable in our profession and community.
Students in violation of this policy can expect disciplinary action up to and including school expulsion/termination and/or referral for prosecution in accordance with the local, state and federal laws regarding the possession and consumption of alcohol and controlled substances. Legal sanctions for failure to comply may include suspension, revocation or denial of a driver’s license, property seizure, community service, imprisonment and/or monetary fines.
This policy applies regardless of whether a student has a medical marijuana card or is using marijuana legally under state law. Federal law still classifies marijuana as an illegal drug, and this policy complies with federal regulations and our commitment to maintaining a safe, productive, and drug-free school.

To apply for federal student aid, the prospective student needs to complete the FAFSA or Free Application for Federal Student Aid. Completing and submitting the FAFSA is free and quick, and it gives access to the largest source of financial aid to pay for either the Cosmetology, Massage Therapy, Skin Esthetics or Cosmetology Instructor classes at Josef’s School of Hair Skin & Body.
The FAFSA application is found at: https://studentaid.gov/h/apply-for-aid/fafsa. Complete the online application and include the school code: 010406 for either the Grand Forks or Fargo, ND location.
It is important to complete the FAFSA every year as the Financial Aid department uses the FAFSA data to determine eligibility for state and school aid, and some private financial aid providers may use the FAFSA information to determine whether you qualify for their aid.

Completing the FAFSA is the first step toward accessing federal, state, and school-based financial aid. This includes grant and loan opportunities. Even if you think you may not qualify, it’s important to apply every year.

Scholarships
Scholarships are free money that doesn’t have to be repaid. They are awarded for academics, leadership, community service, financial need, and more.

WIOA – Workforce Innovation and Opportunity Act
The WIOA Program can help cover training and education costs for individuals pursuing in-demand careers, especially if you are unemployed, underemployed, or face other barriers to employment.

Students with disabilities may qualify for vocational rehabilitation services to support their education and employment goals.

Financial Aid Loan Code of Conduct
Josef’s School of Hair, Skin & Body
- Does not solicit or accept anything of value from any lender, in exchange for any advantage sought by the lender to make private loans to students enrolled at either campus.
- Prohibits employees of the Financial Aid or Business Office or any employee wo has responsibilities with federal or private student loans to accept gifts worth more than $10 from a lender. This includes gratuity, favor, discount, entertainment, or hospitality.
- Prohibits employees of the Financial Aid or Business Office or any employee who has responsibilities with federal or private student loans to enter into a consulting arrangement or contract with a lender, guarantee agency, or servicer with a lender to provide services relating to educational loans.
- Prohibits employees, representatives, or agents of lenders from providing staffing services to the Financial Aid or Business Office.
- Prohibits employees, representatives, or agents of a lender for representing themselves as employees of Josef’s School of Hair, Skin & Body to students or parents.
- Requires employees of Josef’s School of Hair, Skin & Body to obtain permission from the executive team to serve on the advisory board of a lending institution or accepting any payment for expenses for serving on a board.
- Does not accept revenue sharing between Josef’s School of Hair, Skin & Body and lenders, services, or guaranty agencies.
- Prohibits conflicts of interest between Josef’s School of hair Skin & Body’s employees and lenders, services or guaranty agencies.

Emergency Evacuation and Safety Procedures
Safety of our staff, students and patrons we serve of Josef’s School of Hair, Skin & Body is a priority. The School Director, will be responsible for confirming that there is a significant emergency or dangerous situation. In case of an emergency, please follow these basic rules of safety:
FIRE
In the event of a fire, students and staff shall:
- Notify the School Director.
- Call 911 (if deemed necessary). Remain calm.
- Exit the building; follow the posted evacuation plans for exit locations. (announcement over loud speaker)
- If appropriate (if the fire is small enough to contain) efforts should be made to extinguish the fire with the nearest fire extinguisher in the building.
- Fire extinguisher locations and building exits will be made available to everyone during the orientation day tour.
TORNADO
In the event of a tornado, students and staff shall:
- Remain calm. Go into the middle of the school away from windows or in the breakroom area.
- If available, get under something sturdy and heavy (table, chair or stairwell).
- Cover your head with your arms.
CLIENT BECOMES ILL
In the event a client becomes ill, the student servicing the client shall:
- Remain calm. Notify an Instructor working on the client floor.
- Call 911 (if necessary) or family member to pick up the client.
- Stay with the client and keep him/her comfortable until help arrives.
A first aid kit for minor injuries (cuts, scrapes, irritations, etc) is located in the commissary area on the clinic floor.
Should an emergency or dangerous situation occur the School Director will develop and implement a response plan in the impacted school(s). Emergency announcements during school hours will be prepared and made by staff members over the impacted school(s) loud speaker system.
The Director will take into account the safety of the students when determining the content of the notification, unless issuing a notification will, in the professional judgment of responsible authorities, compromise efforts to assist a victim or to otherwise mitigate the emergency situation.
If a situation occurs before or after school hours, Josef’s School of Hair, Skin & Body staff will attempt to notify students. Signs will be placed on school doors if classes are cancelled.
Employment Disclaimer
The staff and faculty are committed to assisting graduates to find gainful employment but cannot guarantee employment to any student, recent graduate or alumni of Josef’s School of Hair, Skin & Body. While we do not guarantee placement following graduation, reasonable efforts will be made to assist the student with professionalism, completion of job applications or resumes, mock interviews and job search skills.
Other assistance involves staff and faculty reaching out to employers to invite them to present about their company and positions available at both locations and will vary throughout the year with demand. In addition, Josef’s School of Hair, Skin & Body will put on a career fair (CONNECT) in the spring time and invite employers in as well in order to connect our student body with employers to gain more awareness of opportunities.
Leave of Absence Policy
An authorized leave of absence (LOA) is a temporary interruption in a student’s program of study. LOA refers to the specific time period during a program when a student is not in attendance. A LOA refers to the specific period during a program when a student is not in attendance. A LOA is not required if a student is not in attendance only for an institutionally scheduled break. However, a scheduled break may occur during an LOA.
A LOA must meet certain conditions to be counted as a temporary interruption in a student’s education instead of being counted as a withdrawal requiring Josef’s School of Hair, Skin & Body to perform a refund calculation.
Josef’s School of Hair, Skin & Body may grant a LOA to an enrolled student in satisfactory standing who has extenuating circumstances requiring a temporary interruption in their attendance (such as childbirth, personal illness or disabling accident, or death in the immediate family), with a reasonable expectation for the student to return from the LOA. The LOA may not be taken intermittently. A student will not be granted a LOA if the LOA, together with any additional LOA’s previously granted, exceeds the maximum totals per program listed below:
Cosmetology: 62 calendar days in any 12-month period
Skin Esthetics & Cosmetology Instructor: 31 calendar days in any 12-month period
Massage Therapy & Nail Technology: Not Eligible for a LOA
Weekends and holidays are calculated in the total length of the LOA
Procedure requirements: The student must submit in writing request for a LOA to School Administration, stating the reasons for the request, the effective date, the return to school date (this date can be revised, not to exceed max calendar days listed per program) and the student’s signature.
If applicable, the request must be accompanied by a letter from a certifying professional (physician, physician’s assistant or nurse practitioner) unless extenuating circumstances apply. The letter must be on official letterhead and must include the diagnosis, the limitations it imposes on the student and a reasonable estimation of the recovery time. Josef’s School of Hair, Skin & Body reserves the right to verify qualification of the certifying professional.
If unforeseen circumstances prevent a student from providing a written request, the school may grant the student’s request for a LOA and collect the written request within 14 calendar days from the last day of attendance. In this instance, Josef’s School of Hair, Skin & Body will document the LOA as approved and collect the request from the student at a later date. Calculation for the return date is based on the amount taken during the leave, for example, the beginning date of the approved LOA would be determined to be the first day the student was unable to attend school because of the circumstance. If the last day of attendance is a Friday, the LOA’s start date will be calculated using the next scheduled class day (i.e., Monday).
Josef’s School of Hair, Skin & Body is required to take attendance, if all of the above documentation is not received within 14 calendar days from the student’s last day of attendance, Josef’s School of Hair, Skin & Body will administratively withdraw the student as of their last day of attendance.
The student must also contact the Financial Aid Director unless unforeseen circumstances prevent the student from doing so. The student’s financial aid will be put on hold until they return to school and will not be considered to be withdrawn so a Title IV financial aid or an institution refund calculation is not required at this time. A LOA will not affect the 133% maximum completion time for Title IV financial aid funding. An approved LOA does not involve additional charges by Josef’s School of Hair, Skin & Body.
The Josef’s School of Hair, Skin & Body LOA Review Committee (consisting of the School Director and other appointed Josef’s School of Hair, Skin & Body officials) will notify the student with the LOA Form of its decision. A student placed on a LOA is not eligible to participate in school related events/services onsite and offsite.
The student’s contract with an amended completion date will be placed in the student’s file for signatures upon their return. Student’s contract period and maximum time frame is extended by the same number of days taken in the LOA. An addendum to the original contract indicating changes to the contract period will be signed and dated by all parties. No additional charges will result with an approved LOA.
If the student knows when they will be back to school from an LOA but it is not the date that was put on the LOA form, they must put in writing the change to School Administration. The student may return earlier than the expected return date but no later. It is the student’s responsibility to keep track of their return date. If the student does not return by the expiration of an approved LOA, or chooses to not continue the course, the student will be required to withdraw or be terminated by following Josef’s School of Hair, Skin & Body’s Policy. Once withdrawal or termination notification is given, the Title IV refund calculation will be processed according to the last day of attendance. Failure to return may affect their loan repayment terms, including the exhaustion of some or all of the student’s grace period.
Students returning from a LOA or other official interruption of training must return to school with the same SAP they had prior to their departure.
Licensing
A Cosmetology, Skin Esthetics, Cosmetology Instructor & Nail Technology graduate who has received a diploma from a licensed ND cosmetology/massage therapy school, must provide evidence of a high school or GED completion and must pass state licensing exams in order to practice services within North Dakota. The exams consist of a practical test, a state law written test and a national written exam. The graduate must pass all aspects of the state exam with at least a 75%.
The graduate will be considered a professional when a license has been granted by the State of North Dakota. The license must be renewed once a year. The first issued licenses are called the Operator’s License, which enables an individual to practice all aspects of Cosmetology or specialize in one area of Cosmetology. The Massage Therapist License enables an individual to practice all aspects of massage therapy or specialize in one area of massage therapy.

Misrepresentation Policy
Josef’s School of Hair, Skin & Body represents its operation with the highest standard of integrity in every aspect to ensure complete transparency, candor and accuracy in all of its communications with students, accrediting agencies and the public.
Misrepresentation is defined as a false, erroneous or misleading statement made directly or indirectly. Misleading statements includes any statement that has the likelihood or tendency to deceive or confuse. A statement is any communication made in writing, visually, orally or through other means.
Josef’s School of Hair, Skin & Body’s staff, enrolled students and its vendors shall not misrepresent the institution, or make false erroneous or misleading statements relating to:
- Josef’s School of Hair, Skin & Body itself
- Approaching prospective students with full candor and honesty
- Transferring credits .
- Whether program completion qualifies a student for
- Acceptance into a labor union or similar organization; or
- To receive, to apply, or to take a licensing exam as a precondition for employment
- The program completion requirements and the grounds for termination
- Unsolicited testimonials or endorsements by vocational counselors, high schools, colleges, educational organizations, employment agencies, members of the industry, students, graduates or others
- The size, location, facilities or equipment; nature and availability of training devises
- The availability, frequency, contents, or any other facts about the programs offered
- The employability of graduates including the school’s relationship with any organization or business
- Josef’s School of Hair, Skin & Body staff; relating to the quantity, qualifications, experience or availability
- The availability of part-time employment or other forms of financial assistance
- The nature and availability of any tutorial or specialized instruction, guidance and counseling or other supplementary assistance it will provide its students before, during or after program
- The nature or extent of any pre-requisites established for enrollment in any
- Approved authorization of state licensing or accreditation agencies
- Financial aid information – including but not limited to the availability of federal, state, local, or private financial aid assistance, the student’s right to refuse any type of financial assistance, the student’s responsibilities to repay loans regardless of whether or not the student completes the program, the rights and responsibilities of students receiving financial aid, the criteria for continued eligibility for each program in the financial aid package.
- Suggesting program quality or endorsement by the Department of Education because of the school’s financial aid participation agreement.
Failing to follow this policy can result in severe repercussions to those involved (the school’s loss of Title IV program eligibility, student/employee termination, loss of contract renewals or business relationships, and possible legal action taken against parties involved).
Missing Student Policy and Procedure
Although Josef’s School of Hair, Skin & Body does not provide campus housing and therefore is not required to establish an official notification procedure for a missing student, the school makes every effort to keep in contact with its students.
Students’ attendance is tracked by the daily roll call, a daily phone log and timecards. A missing student is defined as a student who does not call (“no-calls”) or attends (“no shows”) school, or does not return from an approved Leave of Absence.
Upon notice that a student has not called in or has been absent after as little as one school day, staff will attempt to contact the student, their parents or any other person listed on the emergency contact form held in the student’s file via phone, text or social media.
Josef’s School of Hair, Skin & Body will attempt to get in contact with the student to offer assistance in solving the absenteeism issues and to encourage them to return.
In the event, Josef’s School of Hair, Skin & Body is unsuccessful and the student has failed to return within ten (10) consecutive school days, the school will initiate the unofficial withdrawal (termination) process.
If the student fails to keep in contact with the school and has failed to report after an approved Leave of Absence, the school will initiate the unofficial withdrawal (termination) process.
Policy Against Harassment and Discrimination
Josef’s School of Hair, Skin & Body is committed to maintaining an environment that promotes equal opportunities for all and prohibits discrimination including any form of bullying or harassment. The “Bullying, Harassment & Discrimination Policy” and the “Title IX Policy & Procedure” are distributed during orientation.
Records Maintenance and Security Policy
Josef’s School of Hair, Skin & Body maintains all student/financial aid records in the Financial Aid Office at the Administrative Headquarters, 3223 13th Avenue South, Suite A, Fargo, ND 58103. The records are out of public view and the office is locked when unoccupied.
All other electronic data/files on personnel computers are backed up on a regular basis to flash drives.
Josef’s School of Hair, Skin & Body maintains student records for a period of six (6) years. Archived records are stored off-site in a locked storage facility.
Rights to Privacy and Student Record Access and Directory of Information
Rights to Privacy and Student Record Access
It is the school’s policy to guarantee the right of students or parent/guardian of a dependent minor to gain access to their own files. Students can review their files at any time with a written request to the Financial Aid Director. The school also allows a parent/guardian of a dependent minor to give written permission for the release of student-file information to a third party. The school does not need written consent to release student-file information requested as party of a legal request or for accreditation purposes. In all other instances the school will not release information about individual students without written permission from the student. All records are maintained for a minimum of six years.
Directory of Information
Josef’s School of Hair, Skin, & Body upholds the protection of student education records in accordance with Family Education Rights Privacy Act (FERPA). Other than directory information and specific exceptions outlined by FERPA, Josef’s School of Hair, Skin & Body will disclose student education records only with the written consent of the student. While FERPA allows for the release of a wider range of directory information, Josef’s School of Hair, Skin & Body’s Administrative Office has adopted an internal policy to release only: student’s name, name of course(s) taken, dates of attendance, certifications of completion, and photographs. Schedules can also be released to parents and guardians of dependent students, as defined by the Financial Aid Department.
Additionally, students are given the opportunity to request that this information not be released. By completing the Request to Opt Out of Directory Information form, a student may request that information not be released to non-Josef’s School of Hair, Skin & Body personnel or listed in the campus directory. Some of the effects of this decision to request confidential status will be that the student must make all changes with a signed authorization or in person with a form of ID; friends or relatives trying to reach the student will be unable to do so through Josef’s School of Hair, Skin & Body; information that the student was enrolled will be suppressed, so that if a loan company, prospective employer, family member, etc., inquiring about the student will be informed that Josef’s School of Hair, Skin & Body has no record of the student’s attendance here.
Satisfactory Academic Progress (SAP)
Attendance Progress Evaluation: All students must maintain at least a 75% cumulative attendance average of scheduled hours in order to be considered making SAP. The attendance percentage is determined by dividing a student’s total actual clocked hours by the total number of scheduled hours.
Academic Progress Evaluation: All students must maintain at least a 75% cumulative Grade Point Average (GPA) in theory and practical/clinic work. Grades will be determined by averaging all the weekly theory grades, all the practical/clinic grades for the period; these two averages will then be averaged together to determine your cumulative GPA. Theory and practical/clinic work will be graded according to the following scale:
91% – 100% Excellent
81% – 90% Very Good
75% – 80% Passing
Below 74% Failing/Unsatisfactory
Josef’s School of Hair, Skin & Body, being based on clock hours, does not have individual classes (students are not able to withdraw from individual classes); does not award grades of “incomplete”; the above grading scale is used for all assignments. Therefore, a student taking a failing/unsatisfactory grade on an individual assignment (practical floor sheet, project, test, etc.) will only affect the student’s GPA not the student’s attendance average. All programs offered at Josef’s School of Hair, Skin & Body are conducted year-round without breaks between Academic Years (Cosmetology Program only). Therefore, Josef’s School of Hair, Skin & Body does not have a specific summer program.
Evaluation Periods
For the purposes of meeting federal and accreditation standards, students must have performance evaluations at the following checkpoints based upon actual hours attended:

For transfer & re-enrollment students, the same maximum time frame allowed (133%) will be determined based on 75% of their scheduled hours. When a potential student transfers to this school, the evaluation periods are based on the actual contracted hours and academic achievements at Josef’s School of Hair, Skin & Body.
Determination of Progress
For the purposes of meeting federal and accreditation standards, each student’s attendance and academic performance is evaluated at the required checkpoints related to their program as outlined in the Evaluations Periods policy. Students meeting the minimum requirements for academics and attendance at the evaluation point are considered to be making SAP until the next scheduled evaluation. Upon completion of the evaluation, students will be given a written copy of their evaluation, and the original will be stored in the student’s file. At that time, the students will acknowledge receipt of a copy of the SAP Report which indicates their performance evaluation results. The students will be notified of all evaluation results.
The SAP evaluations apply to all students, whether they receive financial aid or not. For students who do receive financial aid however, failure to meet the minimum standards of the SAP Policy may delay or terminate eligibility Title IV, HEA programs funds (if applicable) unless the student is on Warning or has prevailed upon appeal of the determination that has resulted in the status of Probation.
If enrollment is temporarily interrupted for a Leave of Absence (LOA), the student will return to school in the same progress status as prior to the LOA. When a student takes a LOA, the student’s contract period and maximum time frame is extended by the same number of days taken in the LOA and will not be included in the student’s cumulative attendance percentage calculation.
Non credit and remedial courses are not offered. Therefore, these do not have any effect upon Josef’s School of Hair, Skin & Body’s SAP Policy.
Warning Period: Upon failing to meet the minimum of 75% in attendance and/or academic performance, a student will be placed on “Warning” until the next SAP evaluation checkpoint. A student on Warning is eligible to receive Title IV funds. The student will receive an academic plan providing corrective actions to achieve the minimum of 75% in attendance and/or academic performance by the end of the Warning period.
Probationary Period: If a student has failed to meet 75% in attendance and/or academic performance by the end of the Warning period the student’s enrollment is immediately suspended. If it is determined that the student is capable of meeting the SAP standards by the next evaluation period, the student may submit an appeal in an effort to remain enrolled as a student at Josef’s School of Hair, Skin & Body. The written appeal must be received within five (5) school days of receiving the report and clearly describes the circumstances that affected the student’s academic and/or attendance performance since the last evaluation period.
If the student prevails upon appeal, the student may remain in school on Probation and be eligible to receive Title IV funds. The results of the appeal will be printed and stored in the student’s file. Additionally, the student will receive an academic plan providing corrective actions to achieve the minimum of 75% in attendance and/or academic performance by their next SAP evaluation period, or the maximum time frame established for the individual student within the academic plan. If at the end of Probation, the student has still not met both the attendance and academic requirements by not following through with the academic plan, the student will be determined not making SAP. This status requires the student’s financial aid to be terminated and the student may be administratively withdrawn due to non-compliance with the SAP policy. Re-entry on a cash pay basis will be at the discretion of the School Director, refer to the Re-entry Policy for additional information.
If no appeal was received or the appeal did not prevail, the student will not be eligible to receive Title IV funds, HEA program funds (if applicable) and the student will be administratively withdrawn. Students who withdraw prior to completion of the course and wish to re-enroll will return in the same SAP status as at the time of withdrawal.
Students may only file one appeal under the SAP Policy.
If at any SAP evaluation checkpoint, it is determined that the student will be unable to complete the program within the maximum time frame of 133%, the student may be administratively withdrawn from Josef’s School of Hair, Skin & Body and their eligibility for Title IV funds will be terminated.
Josef’s School of Hair, Skin & Body retains the discretion to administratively withdraw an enrolled student.
Appeal Procedure
A student may appeal by stating, in writing, their explanation and/or concern regarding their attendance/academic performance and submitting it to the School Director within five (5) days of the report. Reasons for an appeal may include a death in the family, a minor injury or illness of the student, or any other allowable special or mitigating circumstance. The student must submit with the appeal any documentation related to the circumstance, for example; a doctor’s note, hospital record, obituary, police report etc. The appeal should also include what has changed about the student’s situation that will allow them to achieve SAP by the next evaluation point. The School Director will review the appeal and meet with the student. The School Director will rule on the appeal after the meeting and notify the student and instructional staff in writing regarding this ruling within five (5) days. All appeal information (written appeal, meeting notes, appeal ruling, etc.) will be documented and kept in the student’s academic file. All appeal determinations are final. During the appeal procedure, students are not allowed to clock in while writing the appeal or during the determination of the appeal, not to exceed 14 calendar days.
Re-establishment of Status
Students not maintaining SAP may re-establish SAP and/or financial aid eligibility during their next evaluation period by achieving the minimum cumulative attendance and/or academic standards required for SAP. Academic plans are provided to students which outline the steps necessary to achieve SAP by their next evaluation period.

It is accredited as an additional location (branch campus) to the Grand Forks school by NACCAS. The school is comprised of approximately 11,600 sq ft of classrooms, clinic, spa and reception areas. It uses several visual aid tools to assist the students and has a complete and updated library. The administrative headquarters are located here for both the Fargo and Grand Forks schools. There is ample free parking for staff and students in front of the school and across the street.

Josef’s School of Hair, Skin & Body Title IX Coordinator educates the incoming and current student and employees about sexual violence, violence prevention, and all relevant policies and procedures during all orientations held for new and current students at the onset of a class and at least annually. Written acknowledgments can be found in the academic and personnel files. Training is delivered via online modules through the Duane Morris Institute entitled “Title IX for Career, Technical & Trade Schools”, via PowerPoint presentations by the Title IX Coordinator and presentations from outside professional resources. Josef’s School of Hair, Skin & Body also posts materials and resources on sexual violence issues.
Josef’s School of Hair, Skin & Body Sexual Violence Awareness Program provides:
- Identification of domestic violence, dating violence, sexual assault and stalking as prohibited conduct as defined by the Department of Education as well as state law;
- Defines what defines what behavior constitutes domestic violence, dating violence, sexual assault, and stalking per ND law; and
- Defines what behavior and actions constitute consent to sexual activity in the State of ND;
- Provides safe and positive options for bystander intervention that may be carried out by an individual to prevent harm or intervene when there is a risk of domestic violence, dating violence, sexual assault, or stalking against a person other than the bystander, including but not limited to recognizing situations of potential harm, understanding institutional structures and cultural conditions that facilitate violence, overcoming barriers to intervening, identifying safe and effective intervention options and taking action to

Scope of Sex Discrimination and Sexual Harassment Policy
This policy applies to any incident that may adversely impact an employee’s work and/or a student’s or other person’s participation in Josef’s School of Hair, Skin & Body educational, extra-curricular activities or other programs. Josef’s is committed to maintaining a working and learning environment that provides for fair and equitable treatment, including the freedom from bullying, sexual harassment and discrimination of any kind. Individuals found responsible for sex discrimination or sexual misconduct will be subject to disciplinary action deemed appropriate by Josef’s School of Hair, Skin & Body; a complete list of possible sanctions is set forth below.
General Definitions: For the purpose of this policy, the following definitions apply:
Complainant: The person alleged to have been subjected to conduct that violates this policy.
Respondent: The person accused of engaging in conduct that violates this policy.
Sex Discrimination: The treatment of individuals or groups less favorably than another based upon their sex or gender. For Josef’s students, it involves conducts or statements that deny the student(s) an equal opportunity to fully benefit from our programs and activities. For employees, it involves conduct or statements that deny the employee(s) an equal opportunity in employment.
Sexual Harassment: Is one form of sex discrimination. Sexual harassment is defined as unwelcome sexual advances, requests for sexual favors and other verbal and/or physical conduct of a sexual nature, when:
- Submission to the conduct or communication is ether explicitly or implicitly made a term or condition of an individual’s employment, work opportunity, education or other benefit;
- Submission to or rejection of the conduct or communication issued as a factor for employment decisions or other school related decisions affecting an individual; and/or
- Such conduct or communication has the purpose or effect of substantially interfering with an individual’s work or school performance or creates an intimidating, hostile, or offensive work or school
- Sexual harassment also includes sexual assault as defined
The determination of what constitutes sexual harassment will vary with the particular circumstances. Uncivil conduct or common profanity generally do not meet the definition of sexual harassment, except when sexual in nature and so severe or pervasive as to deny or limit the individual’s ability to participate in or benefit from our school or to enjoy equal employment opportunity. A series of incidents may constitute sexual harassment, even if one of the incidents on its own would not rise to the level of harassment. At the same time, a single or isolated action may constitute sexual harassment when that action is sufficiently severe.

- Intentional brushing against a student’s or an employee’s body

- Demanding sexual favors accompanied by implied or overt promises of preferential treatment with regard to an individual’s employment or educational status.
- Use of sexually or gender-degrading words or comments, verbal or written (ex. graffiti)
- Display in the school or at a school sponsored events of sexually suggestive pictures
- Leering of a sexual nature
- Spreading sexual rumors
Sexual Violence: A form of sexual harassment. A range of conduct falls into this category including without limitation sexual assault, non-forcible sex acts, dating and domestic violence, and stalking.
Sexual Assault: Any sexual act between two or more people to which one person does not or cannot consent. This includes sexual acts or contacts with others that can involve:
- Compelling a person to submit to sexual acts or contacts by force, threat of force or intimidation;
- Use of intoxicants to substantially impair the person’s power to give consent;
- Engaging in such acts when the person suffers from a mental state that renders him or her incapable of understanding the nature of the contact. This includes, but is not limited to, situations when an individual is intoxicated, “high”, scared, physically or psychologically pressured or forced, passed out, unconscious, intimidated, coerced, mentally or physically impaired, beaten, isolated, or confined; or
- A victim under fifteen (15) years of age (do note the age of consent may vary depending on the ages of the individuals involved in the act).
Non-forcible Sex Acts: Includes unlawful sexual acts where consent is not relevant, such as sexual contact with an individual under the statutory age of consent, as defined by state law or between persons who are related to each other within degrees wherein marriage is prohibited by law.
Dating Violence: Violence committed by a person who is or has been in a social relationship of a romantic or intimate nature with the victim.
- The existence of such a relationship shall be determined based on the reporting party’s statement and with consideration of the length and type of relationship and the frequency of the interaction between the people involved.
- For the purpose of this definition – dating violence includes, but is not limited to, sexual or physical abuse or the threat of such Dating violence does not include acts covered under the definition of domestic violence.
Domestic Violence: A felony or misdemeanor crime of violence committed –
- By a current or former spouse or intimate partner of the victim;
- By a person with whom the victim shares a child in common;
- By a person who is cohabitating with or has cohabitated with the victim as a spouse or intimate partner;
- By a person similarly situated to a spouse of the victim under the domestic or family violence laws of the jurisdiction in which the crime of violence occurred, or
- By any other person against an adult or youth victim who is protected from that person’s act under the domestic or family violence laws of the jurisdiction in which the crime of violence occurred (NDCC 14-07.1-01).
Stalking:
- Engaging in a course of conduct directed at a specific person that would cause a reasonable person to fear for the person’s safety or the safety of others; or suffer substantial emotional
- For the purpose of this definition –
- Course of conduct means two or more acts, including, but not limited to, acts in which the stalker directly, indirectly or through third parties, by any action, method, device or means follows, monitors, observes, surveys, threatens or communicates to or about, a person or interferes with a person’s property.
- Substantial emotional distress means significant mental suffering or anguish that may, but does not necessarily, require medical or other professional treatment or
- Reasonable person means a reasonable person under similar circumstances and with similar identities to the victim.
Consent: Consent is informed, freely given and mutually understood. If coercion, intimidation, threats, and/or physical force are used, there is no consent. If the complainant is mentally or physically incapacitated or impaired so that the complainant cannot understand the fact, nature, or extent of the sexual situation, there is no consent; this includes conditions due to alcohol or drug consumption, or being asleep or unconscious. Silence does not necessarily constitute consent, and past consent of sexual activities does not imply ongoing future consent.
Whether the respondent has taken advantage of a position of influence over the complainant may be a factor in determining consent.
Active Bystander Intervention: Effective methods of prevention placing the responsibility on both men and women before, during and after sexual assaults. Every situation is different and there is no universal response when intervening to prevent sexual violence. Safety is key in deciding when and how to respond to sexual violence. Every person must decide for themselves the safest and most meaningful way to become an engaged bystander. Some ideas on how to maintain safety while being an engaged bystander are:
- If you witness sexual violence, get support from people around You do not have to act alone. If you do not feel safe, contact the police.
- When intervening, be respectful, direct and
- Group setting and sexual gestures made to a person in the group. Person becomes upset. An engaged bystander could tell the group to stop harassing the person or ask the person if they want to leave and tell an appropriate authority (ex: Instructor).
- Group setting and a friend starts flirting with The other person is not interested, but the friend will not leave them alone. An engaged bystander could approach the friend and start a conversation to distract them from the uninterested person.
Reporting/Confidentiality: If a sex offense occurs, all parties have the right to notify law enforcement authorities about an alleged sex offense. If such a serious offense occurs, it is important to preserve evidence. Any student, employee or any other person may contact the Title IX Coordinator if they believe they have been subjected to conduct in violation of this policy while on school property or at school activities. Josef’s will take action on reports and complaints either formally or informally. Allegations of criminal misconduct will be reported to the appropriate law enforcement agency. Josef’s shall respect the confidentiality of the complainant and the individual(s) against whom the complaint is filed as much as can be consistent with the school’s legal obligations.
However, it is important that all complainants recognize that Josef’s cannot ensure confidentiality in all cases. The school must weigh the request against its obligation to protect the safety and security of the entire campus.
Individuals desiring confidentiality should contact the Fargo or Grand Forks Rape and Abuse Crisis Center (available 24 hours).
School Referrals: Upon the victim’s request, Josef’s will assist in notifying law enforcement and professional services. Victims seeking education on rape, forcible and non-forcible sexual assault, sexual violence and stalking are referred to the Rape & Abuse Crisis Centers in Fargo and Grand Forks. Brochures and pamphlets are available on campus bulletin boards and Directors’ offices.
Pastoral and professional counselors in instances when the student may need assistance in dealing with particular situations is also encouraged. Josef’s currently recommends:

Disciplinary Action: If a sex offense happens where both the accused and the accuser attend Josef’s School of Hair, Skin & Body, both the accuser and the accused:
- Are entitled to the same opportunities to have others present during a disciplinary proceeding and
- Will be informed by Josef’s School of Hair, Skin & Body of the final determination of any disciplinary action with respect to the alleged sex offense and any sanction that is imposed against the accused and
- The dismissal that may occur following a final determination of the proceedings regarding rape, acquaintance rape, or other forcible or no-forcible sex offenses, dating and relationship violence and stalking.
- Josef’s School of Hair, Skin & Body will work to change the student’s academic situation if the change is requested by the victim and the change is reasonably available.
Release of Information: Upon written request, information will be released to any alleged victim of any crime of violence or non-forcible sex offense, including the results of any disciplinary proceedings conducted by Josef’s School of Hair, Skin & Body against a student who is the alleged perpetrator of such crime or offense. If the alleged victim is deceased as a result of the crime or offense, the information shall be provided upon request to the next of kin of the alleged victim.
Anti-Retaliation Policy: Josef’s School of Hair, Skin & Body will not retaliate against anyone filing a good-faith complaint or for participating in good faith in an investigation of alleged misconduct. The school will not tolerate retaliation by others against the complainant as well. An employee or student who retaliates will be subject to disciplinary action, up to and including termination from school or employment. Anyone who feels they have been subject to retaliation in violation of this policy shall report the matter immediately to the Title IX Coordinator.
Transfer Students
Upon approval by the ND State Board of Cosmetology, a student who transfers to Josef’s School of Hair, Skin & Body from a cosmetology school located in another state will be given 100% credit. A student transferring from a cosmetology school within ND will be given credit rounded down to the nearest completed hour upon verification by the ND State Board of Cosmetology.
To transfer to Josef’s School of Hair, Skin & Body, the approved transfer hours are counted as attempted and completed upon enrollment to determine when the allowable maximum time frame has been exhausted. When a potential student transfers to this school, the evaluation periods are based on the actual contracted hours and academic achievements at Josef’s School of Hair, Skin & Body.
Josef’s School of Hair, Skin & Body requires prospective transfer students to provide copies of:
- A letter of intent stating the student’s purpose and goals for transferring.
- Official transcripts from any and all prior institutions where related coursework was being pursued.
- Curriculum card from the state where the classes were held.
Pending approval, the prospective student will need to apply for school following admissions procedures. In addition, to applying, they will also need to work with the Financial Aid Department to determine the school tuition for the remaining hours needed to reach the ND licensure requirements. The transferring student will also be responsible for any additional items such as books or equipment needed to fulfill the requirements of the course.
The School Director will then set a meeting to determine placement in classes and a suitable timeframe for the student to enroll and approve the requested campus. For the most part, students wanting to transfer into the Cosmetology or Massage Therapy Program will follow the same start dates as our new classes to align with orientation practices. The Skin Esthetics and Nail Program start date will be at the discretion of the School Director.
Vaccination Policy
Josef’s School of Hair, Skin & Body complies with federal, state and local laws regarding student vaccination requirements.
More information about vaccinations can be obtained from the ND Public Health Department at http://www.ndhealth.gov/immunize or your physician.
Validation Policy regarding High School Diploma/GED
In the event Josef’s School of Hair, Skin & Body has reason to believe a high school diploma is not valid or was not obtained from an entity that provides secondary school education, the school will conduct additional research to determine if the diploma is in fact valid.
Red flags that will prompt additional research are:
- No apparent state legal authority for high school or
- Limited curriculum/instructors.
- High school diploma given for a fee within a short period of
- High school diploma date/place not
- High school diplomas/transcripts/GED’s that were issued by a school that bears a non- traditional name that does not end in “high school”, such as “academy” or “center”.
- High school diplomas/transcripts/GED’s that were purchased and/or completed
- High school diplomas/GED/s that have names and/or dates that have been written on the diploma, and those where “white out” type corrections have been made.
Should any of the above red flags exist, the school will conduct additional research to include:
- Checking the National Center for Education Statistics (NCES) website for information relative to the validity of the school, and if the school in fact provides secondary school education. If the school is unable to obtain the required information, the school will contact the state the school is located in an attempt to obtain the appropriate documentation.
- Determining if the school has previously been identified as a high school diploma mill, via internet research and existing lists the school maintains.
- Determining if the diploma or transcript was purchased online with little work expected by the student, or if it was earned via brick and mortar traditional high school.
Withdrawal
To officially withdraw, the student can initiate the withdrawal process either verbally, or in writing with the School Director. The tuition refund policy will apply to withdrawn students. The school will terminate (unofficially withdraw) a student upon ten consecutive school days of unapproved absenteeism.
